Read the staff memorandum on Survivors of the Intimate Partner Violence as Criminal Defendants and Related Matters by the Committee on Revision of the Penal Code in California - 2025

The meeting will be held on April 25, 2025 12:30pm Central or 9:30am Pacific on Zoom open to the public.

Dr. Cimino will be presenting findings from Fatal Peril with Debbie Mukamal on behalf of the Stanford Criminal Justice Center. The Committee on Revision of the Penal Code will consider how California’s criminal system accounts for defendantsʼ experiences of intimate partner violence. Their memo draws from the team’s report published in September 2024 which sought to understand the abuse-related pathways that led to murder and manslaughter convictions among people incarcerated at two women's prisons in California.

Dr. Cimino looks forward to the changes that come from this groundbreaking report. “We found that a high proportion of those incarcerated for murder and manslaughter in California experienced IPV the year before the killing, most of whom were at extreme risk for intimate partner homicide, and that lethality from abuse extends beyond the person experiencing violence to their children, strangers, and other bystanders,” she said.
